Go to Settings > Accounts and backup > Samsung Cloud > Restore data > Select "Call settings." This restores your block list after a factory reset.
Use the plus (+) icon or select from Recents or Contacts to add new entries to your block list.
To check blocked numbers on your Samsung Galaxy phone, you can access your block list directly through the Samsung Messages app

Not all Samsung versions show blocked contacts in Contacts, but it’s worth checking.
