If using non-XInput controllers:

If you are using a "repack" version, be aware that many of these are pre-patched to remove Games for Windows Live (GFWL) requirements, which can improve compatibility with modern versions of Windows but does not inherently add split-screen functionality.

I don't provide direct links to pirated content, but I can tell you that if a repack claims "split-screen for FlatOut: Ultimate Carnage on PC," test it first with two controllers in the main menu under "Multiplayer" — if no "Split-Screen" option appears, the repack added nothing. Most repacks simply include crackfixes (removing GFWL) and compressed files, not engine modifications.

Console versions (Xbox 360) had 2-player split-screen for races and derbies.
